NOTE2: Metagross's substitution is invalid by Raid Rules:

Substitutions on the same action can happen only if both the substituted move and the substituting one are on the same tier. For example, if a Fidgit with Prankster was ordered "Chill - Sludge Bomb. If Camerupt drops below 30 HP, replace Chill with Heal Pulse", the substitution would be illegal as it would mess with the boss's AI.

Same thing about Prankster Heal Pulse applies to Pursuit, obviously.

If Articuno is untargettable, then chill
Lucario: Rock Slide ~ Stone Edge
Mollux: Eruption ~ Flamethrower
If Articuno is untargettable, then use Thunder
Heracross: Helping Hand (Lucario) ~ Rock Blast
If Articuno is untargettable, then use Smack Down

Do this:
Rotom-W: Thunder Wave ~ Thunderbolt
If Articuno is untargettable, then use Thunder and push back
