Bundle is certainly broken. 124spa combined with the fact that nothing can resist both its STABs of Freeze Dry + Pump means its already very oppressive. With a STAB special flip turn, would be checks cannot last over the course of a game of constant pressure. The main checks are as follows in order of relevance:

:Kyurem: Kyurem: One of the two "good" Pokemon who can check bundle, Kyurem unfortunately is forced to run boots because of rocks, making it vulnerable to spikes and tspikes. It walls bundle decently but can get chipped + status'd fairly easily. With spikes up, it cannot come in on Bundle at 55%, and against taunt sets, loses to an aggressive Bundle when switching in at 70%

:Ferrothorn: Ferrothorn: The other "good" Pokemon that checks bundle, Ferrothorn provides great utility with both rocks and spikes, and can threaten out Bundle with thunder wave, knock, gyro ball, and explosion. However, its lack of recovery means it gets chipped very heavily over the course of a game. With spikes and rocks up, Ferrothorn cannot switch in at 55%

:Articuno: Articuno: Potentially the most "reliable" Bundle check, Articuno's natural spdf bulk and taking neutral hits from both STABs lets it somewhat reliably check Bundle. With boots, its immune to all hazards. It provides heal bell and uturn utility to its team, but cuno takes quite a bit more from pump, meaning it cannot switch into Bundle pump at 67% unless you're hoping for a miss.

:empoleon: Empoleon: The new "up and coming" check for bundle, especially as it just got roost in the new DLC, empoleon provides flip turn, knock, and stealth rock utility. Like ferrothorn, it can get chipped heavily with flip turn + hazards, and unlike the other checks, isn't really able to threaten Bundle offensively. It also risks losing to taunt/encore bundle sets. It cannot switch into Bundle freeze dry at 60% with both spikes and stealth rocks up.

Bundle has one of the best speed tiers in the game making it difficult to revenge kill, a great STAB pivot move, and unresistable dual STABs. It even has respectable physical defense stats as seen in the calc below:

252 Atk Terrakion Close Combat vs. 252 HP / 252 Def Iron Bundle: 284-336 (89.8 - 106.3%) -- 37.5% chance to OHKO

Though certainly beatable, the few checks in the metagame cannot reliably deal with it. Due to the fact that it cannot reliably be dealt with, AND because there are so few checks, Bundle is incredibly unhealthy and difficult to build around in mg2, forcing teams to be hamstrung with one of four mons to check Bundle, or automatically lose to it.

How enjoyable is the current state of the meta?
The average was 6.6/10, which is lower than we'd like. This seems to be affected by a specific outlier (probably anique), without which the average was a more respectable 7.22/10. While the council feels the meta is generally rather enjoyable, we will of be looking at taking tiering action to remove the elements people find unenjoyable (if they are broken of course).

How competitive/balanced is the current state of the meta?
The average was 5.9/10, and while we again have an outlier the votes are noticeably more skewed towards the lower end of the options. It seems the playerbase finds the meta somewhat unbalanced, and we will likely address this with tiering action in the near future.

How much tiering action do you believe is needed for Dragapult?
With a high average of 3.8/5, Dragapult seems to be one of the immediate targets for consideration for a ban. This sentiment is shared by council, and will be reflected in future votes.

How much tiering action do you believe is needed for Mew?
An average of 1.6/5 makes Mew unlikely to be considered a problem. The community seems to largely believe it is balanced, and it is unlikely any action will be taken on it.

How much tiering action do you believe is needed for Terrakion?
Terrakion got an average score of 2.2/5. This is relatively low, but it seems there is some belief that it is problematic. It is unlikely that it will be banned in the near future, but this interest will be kept in mind in the future.

How much tiering action do you believe is needed for Manaphy?
An average of 3.8/5 and a remarkable 50% of votes being 5 makes Manaphy one of the most likely bans for the near future. The large spread of votes can likely be attributed to the fact that Manaphy has only recently gained its dominance over the meta with the addition of Take Heart.

Do you believe any tiering action should be considered for Volcarona?
An average score of 1.4/5 makes Volcarona an extremely unlikely unban, it seems the playerbase largely agrees it should not return to the tier.

Do you believe any tiering action should be considered for Tapu Koko?

A perfectly average score of 2.5/5 and interestingly varied votes make the unban of Tapu Koko an intriguing topic. It was banned very early in gen 8, so some of the variance may be that many players have never seen it in MG2 OU. The topic of Tapu Koko will at least be discussed, and it is possible that action is taken in the future.

An average of 2.3/5 but noticeably biased towards the lower end of the options makes Mega Alakazam a possible unban, but unlikely to be prioritized over the other options.

An average of 2.4/5 makes Magearna an interesting option, especially with how little time it has recieved in MG2 OU. Many voters strongly believe it should stay banned though, so Magearna will not be a priority for action.

With an average of 1.9/5, it is quite clear that the playerbase does not want Iron Valiant to be unbanned. It will not be unbanned anytime soon.

An impressively low average of 1.4/5 makes Iron Bundle not an option to be unbanned. This is unsurprising given that it is the most recent ban.

The only pokemon mentioned was Zygarde-50%. Preparing for Zygarde seems possible thanks to its unimpressive power and 4x ice weakness, but without more support we will not be looking at an unban.

It seems the vast majority of people prefer tiering to be voted by council, so it is likely it will stay this way for the near future.


Final thoughts:
Dragapult and Manaphy recieved exactly equal support and will likely both be voted on very soon. There was no common favourite for an unban so banning the problematic pokemon already legal will be the priority of council. If anyone else has thoughts on these results feel free to make a post, as well as discuss your conclusions with council on discord. Thank you to anyone who took the time to fill out the survey!

It's my personal belief this mon was quickbanned during this tier's infancy since it's also banned in Natdex OU to this day. However, I believe Zygarde might even have a possibly healthy presence on the tier, and I hope this post might be able to gather more attention to it's current placement on the meta and possibly more support! :zygarde:

Zygarde's main claim to fame are it's good physical bulk and otherwise all-around balanced stats, alongside it's signature STAB moves Thousand Arrows, giving it a solid, safe mono-attacking STAB, and Thousand Waves, which deals damage alongside trapping the target. Carrying Thousand Waves alongside DDance and Coil, Zygarde is a powerful setup sweeper that has good physical bulk and doesn't have worry about being hardwalled by the typical Balloon Steels that dominate the current meta like most other physical setup sweepers. It can set up on Melmetal comfortably and proceed to KO it.
Alternatively, it might be able to work as utility or support utilizing it's good bulk and moves like Pain Split, Thousand Waves, Toxic, Dragon Tail, and Glare.

In return, not everything is all great for this mon. It's highest stat being 121 Def and everything else being average at best for the current power level tells me this pokémon risks running short in multiple areas; Ground/Dragon is also a good typing but in the current MG2OU landscape, seems to give it more issues than benefits - namely it being weak to Draco Meteor running everywhere on the meta while it's own Dragon STAB has to come off a mediocre base 81 SpA. While it's bulk is sufficient to be able to eat a single Draco from most meta threats and barely survive, it's unable to grab a OHKO itself, and it's decidedly average 95 Speed means it is reliant on being able to set up DDance to be able to survive encounters with the myriad Dragon types in the tier.

Dragon/Ground also gives it a crippling 4x weakness to Ice. While in the current MG2OU this might not be as much of an issue with the recent Bundle ban, it can easily hold back Zygarde in the case Ice moves become popular again. Finally, it's defensive matchups aren't that amazing with it being neutral to all relevant types except Electric, Fire and Fighting.

IMHO these should give Zygarde difficulty finding it's setup opportunities, having to rely on exploiting it's positive MU against Melmetal (and likely other balloon steels) to try and turn it into setup fodder. While a powerful sweeper/wincon on it's own right, I believe Zygarde is held back by neither being durable enough by lacking reliable recovery like CMLatis, nor having immediate breaking power after a singular boost like Terrak.
Meanwhile, it's very likely a lacking utility option as it lacks many useful moves such as Knock, any form of hazards or hazard control, and the aforementioned lack of reliable recovery. Being hit by Thousand Arrows doesn't pop Air Balloon which sometimes could be more useful than simply hitting the balloon steel once.

I'm a bit divided with how I wrote this post, and worry it might be lacking in many ways, but I hope this is at least well-structured and possibly relevant info for a possible Zygarde-50% test in the, hopefully near, future!

I heavily agree with this post, zygarde would be a great addition to the tier due to it being able to punish teams that rely too much on balloon while also not being too overbearing with its poor attack needing tons of setup. The only downside I can think of is teams needing to tech ice beam/hp ice on their team which is fine since u just need 1.
 
Nog Blog #3: This post has a brief roadmap on what the council will be doing in the next several weeks/months just for transparency, and I also included an actual post which breaks down my thoughts for the sharp falloff of Blacephalon usage which correlates with the reason pult is probably getting the ban hammer. This also includes Gen 8 usage stats, Gen 9 pre-tour usage stats, and current tour usage stats.

Roadmap:
Obviously we want to finish the tour before actually doing anything big in terms of shaking up the tier. There will be a dragapult suspect test immediately following the end of the tour. We've discussed this before but this will be the most significant and tier changing vote in the history of the tier so we don't want to make a rushed decision before the end of the tour.

Dragapult will most likely be banned, but in the event that it is not banned, it accelerates the timeline for the following projects. If it is banned, that will put the following projects on hold while we figure out the new meta.

Once the meta is played more, probably after a month or so of no dragapult (in the event of a ban), we will want to update the VR and then update sample teams. Then, we will start looking into other potential bans/unbans unless something pressing comes up.

Blacephalon Usage and the Eventual Pult Ban:
So I was wondering myself why clown usage has been dropping so much, and when I say clown I'm not talking about anique. I have the usage stats included below and you can see that in Gen 8, Blacephalon was the 5th most used Pokemon. Prior to the tour, Blacephalon was still 8th in usage, and even then, it had lost two places out to Sneasler and Iron Bundle which didn't exist in gen 8, with Blissey being the only Pokemon legal in Gen 8 that passed it in usage during Gen 9. My main theory was initially that the heavily increased usage of Fire Blast Dragapult just before the start of the tour is what led to the dropping Blacephalon usage. However, I have also included Dragapult move usage stats which show that Fire Blast has been clicked on Dragapult roughly the same percentage of the time. In Gen 8 it was clicked roughly 15% the times Dragapult was used in a game, and in Gen 9 before the tour began it was used roughly 10% of the time, and during the tour it increased back to the 15% benchmark. I do not think that these stats show the whole picture though. Though I cannot prove it through any statistics, I'm sure that the overrelied upon steel types used to check wisp pult in gen 8 had fire blast clicked on them a very high percentage of the time. Say in gen 8, your opponents used a steel type pult check 50% of the time, you would click fire blast with pult 50% of the time. However, now almost no teams are using a steel type pult check (outside of heatran), so even if the usage of fire blast pult is HIGHER, it is getting clicked at a much lower rate because it is more prepped for and less opportunistic.

However, I have not completely given up on this theory yet. Fire Blast Dragapult usage was a "thing" near the beginning of the Gen 8 meta but fell out of favor for wisp usage due to its ability to neutral physical attackers. This was also at a time when teams were more offensive and running less designated Dragapult checks than they do now. Fastforward to the beginning of Gen 9 and wisp pult is basically the only pult set in existence. That is pretty well shown by the reduced usage. However, only a month before the tour began, qsns joined the server and began playing ALOT of MG2, and they spammed Fire Blast Dragapult in most of their games. Most teams had been prepped exclusively for wisp pult, dramatically increasing the number of available checks for it in the tier, making it much less oppressive.

I can't remember when I made this team but Dragapult wants to switch into absolutely nothing on this team and the team can rely on stalk melmetal to comfortably switch into Dragapult STABs + wisp with hazards up. Melmetal was one of the staples of checking Dragapult, in part why it had such high usage. Due to the lack of Fire Blast Dragapult usage, more teams could run more Pokemon/cores to beat Dragapult, a big reason that nobody was actively talking about a Dragapult ban until the last 2-3 months, coinciding with the return of Fire Blast Dragapult.

With the increased usage in Fire Blast Dragapult, teams were forced to become more aware than ever to be able to check STAB ghost + fire blast. The constant presence of Iron Bundle, Walking Wake, and Dragapult made getting revenged almost a certainty. The introduction of Garganacl as arguably the "best" Blacephalon check in Gen 9 (being able to resist explosion was something most other Blacephalon checks couldn't do) certainly plays a role, as does the increased usage rates of Terrakion. However, the biggest reason I think Blacephalon usage has dropped would be the massively increased usage of dedicated anti-Fire Blast Dragapult checks like Tapu Fini and Diancie. Though being able to explode on opposing Dragapult checks would be beneficial for teams, giving a reason to run Blacephalon, teams have become so paranoid about Dragapult that they're frequently running multiple checks for the Pokemon, reducing this advantage.

I think that because of the increased usage of fire blast on pult, teams have found less reason to even use the clown over pult, especially if it is being 'overprepped' for. I also think that because of fire blast pult usage, there are significantly less Pokemon that can reliably check both wisp and fire blast dragapult sets. Because of this, teams have become increasingly more limited in what they can bring to check pult, reducing the amount of variety in teams, resulting in the much more recent "ban pult" consensus that has taken over the tier. I'm almost positive that following the tour and coming suspect test, Dragapult will be banned because of this reason. The big question will then be whether or not Blacephalon will make a return to the top 10 in usage stats for mg2? Pokemon with reduced usage because of how common Pult is will certainly become more viable, namely dragon types which will have to deal with less defensive fairies and being revenged by pult, but also ghosts and psychics who don't have to worry about living pult shadow ball at x % of health.

Nog Blog #3: This post has a brief roadmap on what the council will be doing in the next several weeks/months just for transparency, and I also included an actual post which breaks down my thoughts for the sharp falloff of Blacephalon usage which correlates with the reason pult is probably getting the ban hammer. This also includes Gen 8 usage stats, Gen 9 pre-tour usage stats, and current tour usage stats.

Roadmap:
Obviously we want to finish the tour before actually doing anything big in terms of shaking up the tier. There will be a dragapult suspect test immediately following the end of the tour. We've discussed this before but this will be the most significant and tier changing vote in the history of the tier so we don't want to make a rushed decision before the end of the tour.

Dragapult will most likely be banned, but in the event that it is not banned, it accelerates the timeline for the following projects. If it is banned, that will put the following projects on hold while we figure out the new meta.

Once the meta is played more, probably after a month or so of no dragapult (in the event of a ban), we will want to update the VR and then update sample teams. Then, we will start looking into other potential bans/unbans unless something pressing comes up.

Blacephalon Usage and the Eventual Pult Ban:
So I was wondering myself why clown usage has been dropping so much, and when I say clown I'm not talking about anique. I have the usage stats included below and you can see that in Gen 8, Blacephalon was the 5th most used Pokemon. Prior to the tour, Blacephalon was still 8th in usage, and even then, it had lost two places out to Sneasler and Iron Bundle which didn't exist in gen 8, with Blissey being the only Pokemon legal in Gen 8 that passed it in usage during Gen 9. My main theory was initially that the heavily increased usage of Fire Blast Dragapult just before the start of the tour is what led to the dropping Blacephalon usage. However, I have also included Dragapult move usage stats which show that Fire Blast has been clicked on Dragapult roughly the same percentage of the time. In Gen 8 it was clicked roughly 15% the times Dragapult was used in a game, and in Gen 9 before the tour began it was used roughly 10% of the time, and during the tour it increased back to the 15% benchmark. I do not think that these stats show the whole picture though. Though I cannot prove it through any statistics, I'm sure that the overrelied upon steel types used to check wisp pult in gen 8 had fire blast clicked on them a very high percentage of the time. Say in gen 8, your opponents used a steel type pult check 50% of the time, you would click fire blast with pult 50% of the time. However, now almost no teams are using a steel type pult check (outside of heatran), so even if the usage of fire blast pult is HIGHER, it is getting clicked at a much lower rate because it is more prepped for and less opportunistic.

However, I have not completely given up on this theory yet. Fire Blast Dragapult usage was a "thing" near the beginning of the Gen 8 meta but fell out of favor for wisp usage due to its ability to neutral physical attackers. This was also at a time when teams were more offensive and running less designated Dragapult checks than they do now. Fastforward to the beginning of Gen 9 and wisp pult is basically the only pult set in existence. That is pretty well shown by the reduced usage. However, only a month before the tour began, qsns joined the server and began playing ALOT of MG2, and they spammed Fire Blast Dragapult in most of their games. Most teams had been prepped exclusively for wisp pult, dramatically increasing the number of available checks for it in the tier, making it much less oppressive.

I can't remember when I made this team but Dragapult wants to switch into absolutely nothing on this team and the team can rely on stalk melmetal to comfortably switch into Dragapult STABs + wisp with hazards up. Melmetal was one of the staples of checking Dragapult, in part why it had such high usage. Due to the lack of Fire Blast Dragapult usage, more teams could run more Pokemon/cores to beat Dragapult, a big reason that nobody was actively talking about a Dragapult ban until the last 2-3 months, coinciding with the return of Fire Blast Dragapult.

With the increased usage in Fire Blast Dragapult, teams were forced to become more aware than ever to be able to check STAB ghost + fire blast. The constant presence of Iron Bundle, Walking Wake, and Dragapult made getting revenged almost a certainty. The introduction of Garganacl as arguably the "best" Blacephalon check in Gen 9 (being able to resist explosion was something most other Blacephalon checks couldn't do) certainly plays a role, as does the increased usage rates of Terrakion. However, the biggest reason I think Blacephalon usage has dropped would be the massively increased usage of dedicated anti-Fire Blast Dragapult checks like Tapu Fini and Diancie. Though being able to explode on opposing Dragapult checks would be beneficial for teams, giving a reason to run Blacephalon, teams have become so paranoid about Dragapult that they're frequently running multiple checks for the Pokemon, reducing this advantage.

I think that because of the increased usage of fire blast on pult, teams have found less reason to even use the clown over pult, especially if it is being 'overprepped' for. I also think that because of fire blast pult usage, there are significantly less Pokemon that can reliably check both wisp and fire blast dragapult sets. Because of this, teams have become increasingly more limited in what they can bring to check pult, reducing the amount of variety in teams, resulting in the much more recent "ban pult" consensus that has taken over the tier. I'm almost positive that following the tour and coming suspect test, Dragapult will be banned because of this reason. The big question will then be whether or not Blacephalon will make a return to the top 10 in usage stats for mg2? Pokemon with reduced usage because of how common Pult is will certainly become more viable, namely dragon types which will have to deal with less defensive fairies and being revenged by pult, but also ghosts and psychics who don't have to worry about living pult shadow ball at x % of health.

I found it really difficult to fit Blacephalon on anything not being HO: you already need to include so much as you usually wants rocks+spikes and multiple checks to Dragapult and Iron Bundle (when it was allowed), and Blace just does not provide enough on top of being destroyed by the two brokens - honestly even on HO I've considered Volcanion over Blace as my (or one of my) offensive fire(s), as it still has access to Explosion to lure waters while not being as scared by Pult and Iron Bundle. On balance-ish structures Heatran has been a very obvious choice most of the time, as it compresses so much: it is both your fire (important in a metagame where balloon steels exist) and your steel, can click rocks, checks pult with rest, and can be very much a threat thanks to its access to explosion and roar. Imo Iron Moth is an underutilised threat that still hits like a freight train, and is a very fine alternative to Blace, as it is slightly faster and has a more useful defensive presence through its bulk and typing - which also allows it to absorb t-spikes. Sunny day+solar beam is also a very threatening set!

I don't deny that Blace is a big threat, but I just feel it doesn't do enough to be commonly included in teams. Chi-Yu has seen more usage but imo it suffers from the same problem, on top of not being able to boom lol

About Zygarde: honestly why not, but I think it'd be better to nuke pult first and see how the meta settles afterwards

Welp I guess that's it for this mon, RIP Pult, you might or might not be missed, playing the tour made me have to use it and grow attached to it, I hate it far less than Bundle but I can agree with the sentiment it might be a bit too much, looking at other "meta staples" in other metas and comparing to this guy... i guess yeah, it might be putting too much of a choke in team building. :worrywhirl:

Yep that was what i was thinking too, Pult suspect way more crucial rn, I was gonna say maybe Zyg could thrive too well in a Pult-less MG2OU landscape but as I posted it still gets mauled too hard by other Dragons who are better at being dragons, if there's an interest i can trya bit more of theorymon-ing with this guy but i don't think it'll ever be a sweeper as scary as Terrak is, speaking of, I don't expect a Terrak ban in a Pult-less landscape if it means we get more opportunities for viable anti-Terrak mons to thrive, prolly stuff that resist it's two STABs
