Pretty self-explanatory. Waterfall and Stone Edge are obligatory STAB with good coverage. Swords Dance is for setting up--while you don't find a lot of opportunities to do so, it is downright deadly if you can grab that SD. OHKOing most of the metagame in rain. Aqua Jet allows you to bypass the omnipresent Sucker Punches and allows you to sweep outside of rain, while Superpower is for killing Ferroseed, a gigantic pain for dedicated rain teams. If Swords Dance is deemed unnecessary, then you could swap a move from the third slot over Swords Dance for an all-out attacking set.

Kabutops is one of the rare Rapid Spin users available in RU, and he is by far the most offensive one available. Stealth Rock is an excellent support move as we all know, and Rapid Spin gets rid of hazards. Waterfall and Stone Edge are dual-STAB. As for the ability, you should be running Swift Swim with rain support of course, but I've seen few people run Focus Sash + Weak Armor set as a dedicated lead, so might as well lump them in here, I guess. If you have other SR user, then you can forego that for Swords Dance, letting it perform like Rapid Spin Excadrill in OU.

All the offensive moves you'll ever need, with immense power and speed. This is meant to be used in a rain team--it gives a good revenger, hole puncher, etc. It can 2HKO majority of the metagame comfortably (in rain of course), and its Aqua Jet in Rain is comparable to CB Scizor Bullet Punch with infinitely better typing. It's your run-of-the-mill Choice Band user, I guess. It can also perform well outside of rain, but it loses much of its oomph.
Counters: Generally, physically bulky Grass-types such as Tangela and Leafeon full-out counter it, even with the +2 boost. Defensively EV'd unaware Quagsire can take a rain boosted Waterfall and Stockpile / Curse up. Water Absorb Quagsire, Storm Drain Gastrodon, and Water Absorb Poliwrath will all wall its dual-STAB and switch in easily.
