[Overview]

<p>Lickilicky is not your standard pink blob. Unlike its support-based brethren, Lickilicky is looking for OHKOs—not stall. Lickilicky's unassuming face masks an Explosion rivaled in Base Power only by Genesect with an Attack boost from Download. Like most Normal-types, Lickilicky's movepool is both huge and diverse, containing quite a few coverage moves with high Base Power. Even though Lickilicky's Attack is far from stellar, these attacks enable it to overcome its middling offensive prowess. Cloud Nine allows Lickilicky to provide team support just by existing, negating some of the damage that weather-boosted attacks do to its teammates. Lickilicky also has solid bulk that often lets it live some extremely powerful attacks. However, Lickilicky's weakness to Fighting-type moves and low Speed that tends to become awkward outside of Trick Room keep it from being a top tier threat.</p>

When Trick Room is not up, having Lickilicky out pressures the opponent into either attacking it or using Protect, which can help a more vulnerable partner set up Trick Room. Power Whip's main purpose is to deal heavy damage to Tyranitar and Water-type Pokemon—some Politoed and Rotom-W can even be OHKOed with some luck if they don't invest Defense. Fire Blast allows Lickilicky to OHKO Scizor and has a good shot at doing the same to Ferrothorn with little investment in Special Defense. Conveniently, it also turns Latios's Draco Gem Draco Meteor into a 2HKO, letting Lickilicky live for one more crucial turn in a pinch. Lickilicky's Speed is minimized in order to ensure that it moves first in Trick Room. A spread of 96 HP / 252 Atk / 160 SpD dedicates more of its bulk to the special side, letting it take a few more special hits before its demise. Aqua Tail and Hammer Arm are both options in the third slot. The former allows Lickilicky to KO Fire-types without jeopardizing its teammates but hits Heatran with less oomph than Earthquake, while the latter hits Tyranitar and some Steel-types a harder than Earthquake and lowers Lickilicky's Speed even further.</p>

<p>On any team with Lickilicky, it is vital to include Pokemon that are immune to its Explosion, especially ones that can set up Trick Room. As such, Musharna and Ghost-types such as Jellicent and Chandelure are optimal teammates. Putting Protect on Lickilicky's teammates is also a good choice for the same reason. When using Fire Blast, Lickilicky fits well onto rain teams centered around Trick Room because of its ability to OHKO Ferrothorn and Scizor, which are usually difficult for such teams to remove. Pairing Lickilicky with Pokemon with Defiant makes switching in a Pokemon with Intimidate significantly less advantageous for its opponents, letting Lickilicky keep the power of its Explosion high; in Trick Room, Bisharp is a good option. A teammate that can use Imprison, such as Musharna, to block Protect also helps Lickilicky accomplish its explosive goals with greater ease.</p>

<p>Hitmontop is Lickilicky's greatest enemy, as even if its Close Combat does not OHKO, Intimidate dampens the power of most of Lickilicky's moves. Using Explosion around it is also dangerous, as it can even use Wide Guard to ensure that it and its teammates do not faint. In general, Pokemon with Intimidate cause Lickilicky problems. Landorus-T is another commonly used example. When Trick Room is not up, Lickilicky becomes far worse at performing its job. Cresselia can reverse an active Trick Room and Chandelure can use Imprison to ensure it is never set up. Ghost-types make using Explosion significantly less rewarding, as they make it impossible for Lickilicky to KO more than one target; Gengar is particularly troublesome for Lickilicky to KO. Depending on what coverage move it runs, various Pokemon give Lickilicky trouble; without a super effective move, Heatran, Chandelure, Ferrothorn, Scizor, and Genesect all take little damage from Lickilicky's attacks. Of this group, Scizor even has a chance to OHKO with a Life Orb-boosted Superpower.</p>

-second strongest explosion in the game outside of +1 genesect
-has really neat coverage with very high BP
-cloud nine is cool as far as abilities go and allows it (and its partner) to ignore rain (nice to troll hail a bit too)
-cool bulk and speed poor enough for TR
-not the best attacking stats, but they are offset by high BP moves

-works well in rain to hit scizor / ferro / genesect hard, something that rain struggles with, especially in trick room, also deprives ttar of its SpD boost; in general, rainroom is particularly appreciative of lickilicky
-consider pairing it with Pokemon with Defiant to discourage intimidate pokemon from weakening explosion; Bisharp is the best defiant Pokemon in Trick Room
-spread of 96 HP / 160 SpD shifts its bulk towards the special end; a little less damage from special moves means a couple more uses of life orb before death
-You can run Aqua Tail in slot 3 to not hit your partner when trying to kill fire types but it's weaker against heatran and can't be rain boosted; Hammer Arm can be run in slot 3 as well to hit Steel-types a little harder

-Swagger + Own Tempo (run Fire Punch over Fire Blast if used)
-Normal Gem, but lose a lot of the cool KOes that Life Orb lets your coverage moves get
-Belly Drum + Sitrus + Trick Room + Follow Me (maybe with jirachi); Swords Dance is similar but less self-sacrificial
-Substitute to block status but good luck finding a slot for it, Helping Hand is the same (also removes option of Cloud Nine)
-Body Slam but paralyzing something in TR isn't always the best choice
-Icy Wind if you can find the slot, doesn't fit too well in TR

[Checks and Counters]

-Strong fighting types will OHKO it, Hitmontop is worst because even if you kill it you have to switch to remove its intimidate
-In general, intimidate is annoying; Landorus also intimidates, licky can't harm it much either
-If TR is not up Lickilicky starts to become easier to kill, cresselia can reverse it and chandelure can stop it from ever existing
-ghost types make Lickilicky think twice about exploding from the get-go since it only gets one target to OHKO, Gengar in particular walls it pretty well
-Heatran and Chandelure if not running Earthquake (both literally cannot OHKO without Fire Gem Overheat, though), Ferrothorn / Scizor / Genesect (former Leech Seeds as Lickilicky struggles, latter two either set up or hit it really hard, Scizor coinflips a OHKO if it has LO Superpower)

Just saying, a Pokemon with noticeably higher HP than its defense benefits more from investing EVs into its defenses than in HP (think Blissey or Snorlax).

I'd call the set "Trick Room Attacker". There is no reason to use Lickilicky anywhere apart from Trick Room, as it will just not do well, and the title should be named with that in mind.
 
Alright, I have the time for a bit more, so:

Overview
  • Covers the strengths very well, but you should probably mention some of the issues it faces, namely Fighting weakness and reliance on Trick Room to perform its roles.

Trick Room Attacker
  • Normal Gem should probably be a slashed item, with a Normal Gem boost, Explosion is gonna dent everything without "Ghost" in its typing.
  • Not sure on the spread, I'd opt for 4 SpA just to notch Fire Blast up a tad at least, unless the 4 SpD is needed for something important.
  • By the comments on Power Whip and Fire Blast, I'm getting the idea you suggest it fits best on RainRoom teams, you should mention that more clearly if it is the case.
  • "Bisharp is the best defiant Pokemon"; Recently, this has become arguable, Tornadus in particular also does a great job, and hits a lot of threats hard. I would rephrase it to something like "Bisharp is the best Defiant Pokemon under Trick Room", to emphasize Bisharp operates very well under Trick Room conditions.
  • Hammer Arm is a move that should be either slashed or put in AC, it hits Steel types fairly hard, and comes with a nifty drop in speed, essentially making it faster under Trick Room
  • Similarly, Fire Punch works like Fire Blast, but with low power. However, since it is physical, you have max investment, which adds up to be stronger weaker overall. It loses out on the possible OHKO on Ferrothorn, so nvm don't use it.
Other Options
  • Helping Hand.... NOW
  • You could put those options mentioned above here as well if they don't seem awesome enough for Lickilicky B)
Checks & Counters
  • These look great, only thing to say is that I would literally specify Intimidate as a check, similar to Excadrill, Lickilicky is one those Pokemon who loses 2,000,000 a lot of potential OHKOs when its attack gets lowered just once (let's also list Growl as a Check/Counter to be safe lol)

I like the majority of Nollan's suggestions, except for Fire Punch, which inflicts less damage overall than a minimally invested Fire Blast, due to its shitty base power. The only time I would mention Fire Punch is when it's used in conjunction with Swagger partner + Perism / Own Tempo Lickilicky combo.
 
I implemented all of nollan's stuff bar fire punch yesterday, actually.

In Additional Comments (nor sure how we missed this in skeleton form), definitely mention Imprison + Protect by your Team Options. Imprisoning Protect eases prediction when using Explosion.

Chage this sentence a little bit (in Other Options): "A teammate can continuously use Swagger on Lickilicky, letting Lickilicky KO even extremely defensive walls without having to resort to Explosion."
Change it to this: "A teammate can continuously use Swagger on Lickilicky to boost its Attack, and after a few boosts, Lickilicky is able to KO even extremely defensive walls without having to resort to Explosion." (not all know what Swagger + Own Tempo does right off the bat)

Make these small changes, and then get this baby to GP :)

<p>Hitmontop is Lickilicky's greatest enemy, as even if it does not OHKO Lickilicky with its Close Combat, it still disables it with Intimidate Close Combat does not OHKO, Intimidate still stops it from doing its job (you can use a different change here if you want, but there was a lot of it meaning different things that couldn't be fixed by replacing them with Hitmontop or Lickilicky without sounding awkward). Ghost-types make using Explosion significantly less rewarding, as they make it impossible for Lickilicky to KO more than one target; Gengar is particularly troublesome for Lickilicky to KO. Depending on what coverage move it runs, various Pokemon give Lickilicky trouble; without a super-effective super effective move, Heatran, Chandelure, Ferrothorn, Scizor, and Genesect all take little damage from Lickilicky, while and Scizor even has a chance to OHKO with Life Orb Superpower.</p>
