If you are looking for a tutor, I suggest trying the Battling 101 forum.
While I don’t think there are currently VGC signups ongoing, it’s worth checking back every so often and also joining the Discord server in there to see if anyone is willing to help.
In addition, I recommend checking out the VGC forum like Ivy said, and also check out the VGC Discord, #competitive-advice in the official Smogon Discord server and the VGC room on Pokemon Showdown!.
