Yeah he's in this tier and he's ready to RIP SHIT UP

Shell Smash right now is his best option since he gets so powerful and gets such good coverage with three moves, though you can use utility if you really reallllly wanted to. At the very least it can do something about Honchkrow.

Smash and sweep is p much how it goes. Rain support makes this thing phenomenal, much like Kabutops the swift swimmer who became RU because of the complex ban (RIP Drizzle + SS :'( )

I wouldn't say the utility set isn't worth it. On defensive teams, having a decent Honchkrow switch-in is pretty useful, and having one with access to all 3 hazards only increases its usefulness. The fact that Shell Smash exists also makes it easier to get your hazards up in certain situations, as they go to whatever they're going to try to combat it with, which can often be something that's setup fodder like Clefable or Ferroseed.

I also like Lum Berry as an alternative option on the Smasher. A lot of defensive or stall-oriented teams rely on stalling Omastar out with Toxic Spikes, including my own. It's also pretty cool on an Ice Beam / HP Grass set since you gain coverage on Gastrodon and Grass types, while Ferroseed can't paralyze Omastar and will most likely lose.
 
Hidden Power Grass should be used over HP Electric, most of the bulky Waters are immune to Electric HP, absorb everything else you can do, then OHKO you right back. Plus, everything else weak to Electric will be hit harder by Surf/ Hydro Pump anyways (assuming this is in Rain).
 
Definetely should be a rain sweeper set. With Ferroseed, Tangela and Gastrodon being the only real stops to rain a simple rain dance Uxie+SS Omastar should take out a lot of the opponents team.

This might make Gallade or Sceptile decent offensive partners, since they have access to physical fighting and grass type attacks, this lets Omastar not have to worry about Ferroseed and Gastrodon, and helps break down special walls a lot quicker.

Omastar doesn't have to worry about Gastrodon at all because its OU ;)

Offensive Omastar isn't really a good switch in for Honchcrow tough Brave Bird still hits it fucking hard and after the defense drop, Sucker Punch can pick it off :/
As far as items go i would only use Life Orb if you want to use it as a wallbreaker/hole puncher because with the Life Orb recoil and the Def drops you get picked of very easy by priority moves. White Herb and Lum Berry are the best choices if you want to go on a late game sweep.
The defensive set also has its merits, it faces competition from Qwilfish who is pretty similar, but the ability to set-up SR and the rock type can be quite useful as well as generally being seen as an offensive pokemon.
 
They are both similar, but both have advantages over the other...

Qwilfish's principal advantages:
-Absorbs TS
-Resists fighting
-Got Taunt, Haze and Thunder Wave (a nice way to get rid of Gallade and Durant)
-Can intimidate, softening the hits for "other walls" (Gligar, for those who havent been playing too much lately)

Omastar's principal advantages:
-Can fake a SS set.
-Can set SR too.
-Resists flying and normal, two common types in the current metagame.
-better offensive presence, specially with scald, that acts as both a support and a offensive move.
-better defensive stats, although it got no intimidate.
-quad resists fire, AWESOME for taking even the strongest Flare Blitzes and Fire Blasts.
