Porygon move legality: Recover & Tri Attack

I have been looking all over the web and I can't figure this out.
How can a level 5 Porygon get Recover and Tri Attack? It can not learn them through any form of breeding because it is genderless and no move tutors I have seen in any generation offer these moves. Can some please explain how these moves would be obtained.
