  • Sticky Web supports team by slowing down opposing team.
  • Stealth Rock inflicts damage every time a Pokemon switches in.
  • Encore locks opponent into set up move. Knock off is an option.
  • Toxic is Shuckle's only way of damaging opponent.
  • Mental Herb prevents Taunt from working once.
  • EVs give max special bulk.
  • Wish users like Blissey are good team mates
  • Set up sweepers appreciate Stealth Rock on the field, so Dragonite, Lucario, and Blaziken are all good partners.
  • Ghost types prevent Rapid Spin from removing your hazards, so Gengar and Aegislash make good partners.

[Checks and Counters]

  • Defog users like Crobat, Togekiss, and Scizor, remove Sticky Web and Stealth Rock.
  • Magic Bouncers like Mega Absol, Espeon, and Xatu bounce back everything Shuckie can throw at them. Mega Absol is even "immune" to Knock Off.
  • Pretty much all the Rapid Sinners. Forretress, Excadrill, Starmie, and Tentacruel, laugh at Shuckle.
  • Taunt users prevent Shuckle from doing anything
  • Shuckle lacking Encore is set up bait for bascially any sweeper.
  • Steel types are immune to Toxic, making them good checks.
  • Lack of recovery and weakness to Stealth Rock means Shuckle is easy to wear down.

You might want to mention a set with Contrary Shell Smash. It seems sorta gimmicky, but it lives forever with Toxic and Rest.
 
Custap Berry should be slashed before Mental Herb, Encore should be slashed alone in the third slot, and Final Gambit should be slashed before Toxic. Final Gambit lets Shuckle protect its hazards against Rapid Spin users if it is in Custap Berry activation range and gives a free switch to one of your teammates. Encore is a must because it ensures that Shucke is not easy to setup on without Taunt.
 
Right, honestly, the huge buff to Defog and no Stealth Rocks imo makes me think Shuckle shouldn't have an OU preview. There's no reason to use it. So eh ya...

Shuckle is an atrocious Pokemon to be using in OU. It's got next to no niche outside of Sticky Web, but then it's basically set-up bait to literally everything in existence, so you're doing more harm than good when using it. It's pathetically weak and has no reliable recovery. If you want Sticky Web, use Galvantula or Smeargle, which will prove to be more useful than Shuckle will ever be...
