Though Skitty has a somewhat respectable offensive movepool, it's highly outclassed by Aipom, Meowth, and Zigzagoon as an offensive Normal-type. Skitty's only usable niche lies in its unique access to the combination of Baton Pass, Cosmic Power, and Wish, which gives it a small niche over other Baton Pass users such as Aipom and Buneary. Skitty is also notable for its unique ability Wonder Skin, which lets it dodge status moves half the time. However, even on dedicated Baton Pass teams, Skitty still faces stiff competition for a teamslot from Pokemon with better bulk, typings, and movepools.

I think Sub is a much more important option for Skittles than you give it credit for. Sub lets it pass an immunity to Spore and other status and it also keeps momentum on your side, which Protect can't because it gives the opponent free turns, whereas with Subbing after a Wish, you put yourself in a much better situation even if your opponent tries to take advantage of a free turn.

E: Forgot to mention, but slashing Protect with Substitute seems fine.

-Emphasize Wonder skin and Wish; they're the only things Skitty has over Buneary.

-I'd slash Heal Bell with Wish since every member of the chain has some form of recovery and toxic/twave suck for BP chains.
