With this moveset and a Choice Band, Sneasel becomes THE anti-metagame pokemon. Many of the top threats in the tier are threatened out by Sneasel. These include but are not limited to, Cresselia, Yanmega, and Honchkrow. Most times you can force Cresselia to accumulate multiple Calm Mind boosts and to switch in on another Calm Mind. After 1-2 boosts, Cresselia is comfortably OHKO'd by Punishment. You can opt to use Bite or Faint Attack in it's place but those barely scratch Cress without a boost. Ice Shard allows Sneasel to Revenge both Yanmega and Honchkrow due to their Flying-type. Yanmega is OHKO'd after Stealth Rock and Honchkrow as well. Ice Punch is for another solid STAB attack for situations where you're faster than the opponent. The last move depends on whether you want to trap Ghost and Psychic-Types or hitting things like Aggron. In my experiences Brick Break was better but both are viable.

The evs are extremely straight forward. Max Attack and Max Speed allow Sneasel to tie with base 115's like Cincinno. You could use some speed evs to outspeed Base 100's such as Typhlosion for some added bulk but come on, it's a Sneasel, it will never have bulk...Jolly but Adamant can be used for added power.

With the ability to boost its own attack with Swords Dance, Sneasel can become a fearsome sweeper. Ice Shard is useful to hit Scarfers before they can destroy you due to Sneasel's abysmal bulk, whereas Ice Punch can be used for more power. Ice Punch is a perfectly viable option due to Sneasel's Base 115 Speed. Punishment once again allows Sneasel to hit Cresselia very hard after a couple of boosts. Bite and Faint Attack can be used as well because each have their respective boons. Brick Break allows for vital coverage on bulky Normal-Types and Aggron who would otherwise wall Sneasel. A Focus Sash allows Sneasel a guaranteed turn of setup as long as there are no hazards on the field. A Life Orb could be used for more power but the ease of setup granted by Focus Sash is better in most cases.

How useful is Taunt on Sneasel? I'm thinking (haven't tested yet), it could stop Cress from setting up, plus, Sneasel resists it's main to attacking moves.
 
Sneasel should easentially only be running two items: Band or Sash. Life Orb's damage is actuallly quite harmful IMO, as you lose to anything you can't OHKO, as it wil lbe able to kill you (believe it or not, Sneasel is able to take some weaker hits if holding a Choice Band). Bite should be put as aan alternative for Punishment, as soon people do prefere the flinch chance. Another set should also be added to the OP:

Fake Out is Fake Out, stopping leads as well as Sturdy, and can really screw up an opponents momentum, and if you're running Sneasel in Hail, extra 6% of damage. Counter may seem odd, but if your Sash is intact when you use it, you're gaurenteed a KO on a physical attacker. Taunt should only be used if you're 100% you're opponent will set up, and can be switched for Pursuit and Ice Shard. The last slot is just a persoal choice.

I'd also like to point out (as the OP does not say this) that you should NEVER put the 4 EV's in HP, as that leaves it able to switch into Rocks 4 times as opposed to 4 Def/ Sp. Def's 5.

If only this thing got a usable ability....
 
Sneasel isn't very viable in this or any other tier in my opinion. You say it can OHKO Yanmega after stealth rock but so does a light breeze. Honchkrow is much better at almost everything especially with STAB sucker punch. That being said you probably squeezed out the most usable of his sets and if he works for you by all means, use him! Good job :)
 
Sneasel outspeeds almost everything in the tier (Ninjask, Electrode, Accelgor, Zebstrika, Alakazam, Swellow, Dugtrio, and Sceptile are the only things that can have a higher base Speed, but they can all be handled by Ice Shard, expect for Electode and Zebstrika, but you never see them). Honchkrow is too easily outsped, and kills himself if the opponent plays around Sucker Punch, so Sneasel does have a place over Honchkrow for players like me. Also, with Blastoise, his best check, leaving, Sneasel will have an easier time destroying teams with Ice Punch.
