This set is a devilish one, it is meant to stall out the pp of mons quite easily while stacking dd boosts to eventually become a devestating sweeper. Leftovers ensures that kyurem is getting back hp every time it protects, which means it can get more subs up. Substitute of course helps burn even more pp and prevents annoying status moves from ruining it. Dragon dance allows kyurem to actually pose a threat, which means the opponent can't play around it and has to directly deal with it, which the kyurem user can take advantage of. Finally, icicle spear is a great damaging move and has a lot of pp, meaning in wars of attrition it can find itself in, kyurem will always have more attacks than the opponent. Tera steel is great defensively and prevents toxic and poisons from stopping it, tera electric stops paralysis from affecting it and tera poison also stops toxic but resists kyurem's usual weaknesses.
TLDR, this set is annoying.

This set is unserious and memey but its funny and sometimes works. 56 HP EVs give 405 HP, allowing Substitutes to cue Kyurem's HP down to exactly 1 and survive Seismic Tosses. Freeze Dry + Earth Power gives you excellent coverage even when Endeavor doesn't work out, while Endeavor is amazing with other special attackers and Priority users to abuse walls going to 1 HP or pick off fast offensive mons at 1 HP. Tera Steel gives a Fairy/Dragon/Ice resist and lets you wall some Glowking.

Here we have a classic HDB Kyurem, but without the Dragon STAB because Ice hits the same things...but better most of the time, considering the possibility to achieve some 4x supereffectiveness. Earth Power is here for coverage. On the other hand, Rock Tomb is superior than Glaciate (despite not being STAB) because it is a Rock move that hits on the physical side of the spectrum.
A spammable move that also allows you to do some Spe control is always appreciated, especially if it is unexpected.

0- Atk Kyurem Rock Tomb vs. 0 HP / 0 Def Volcarona: 276-328 (88.7 - 105.4%) -- 31.3% chance to OHKO

The EVs spread and item is standard.

Ice, Ground and Electric hit almost everything for neutral or super effective damage and the only other Pokémon that uses these frequently is Sandy Shocks. Items are here to increase longevity, damage or speed. Expert Belt is also an option tbh. Blizzard could be used on snow teams (or teams with Glowking) although Kyurem would lose the defense boost if it terastalizes into an electric type.
I've personally never seen BoltBeam Kyurem so I thought its a nice little Idea.

You can melt Air Balloon Gholdengo/Kingambit/Levitate Tera Steel in the Sun. You can soak Volcarona in the Rain. Volcarona turns to dust in the Sand. (Who is Rotom-Heat niche?)
It can save your PP from Ice moves if Galarian-Slowking switches weather. (WB damage in Snow is even greater than Ice Beam.) It just doesn't freeze. Just like nothing freezes with Sun. Consider the cons.

Kyurem can set both Reflect and Light Screen! Freeze-Dry is a great STAB with wide coverage, Roar allows to punish setup and synergizes well with stack hazards teams.

Tired of your Kyurem not oneshotting things the way you wish it did? Enter +SpAtk Weakness Policy Endure! Kyurem can often find opportunities to tank super effective hits like Clefable's Moonblast, Hatterene's Draining Kiss, and Corviknight's Body Press, while Endure can allow it to take hits like Make It Rain from Gholdengo and Fighting-type attacks from Zamazenta who would typically be able to live a hit even if Kyurem has a boost to its Speed from Scale Shot. Instead, Kyurem now becomes an unwallable threat that can easily clean through an unsuspecting team.

Freeze-Dry targets bulky Water-types like Primarina, Hisuian Samurott, and Dondozo, guaranteeing an OHKO on AV Primarina after Stealth Rock, while Ice Beam is a stronger STAB option that cleanly 2HKOs Clodsire and OHKOes PhysDef Corviknight after Stealth Rock. Earth Power targets Steel-types like Kingambit and Gholdengo along with dealing massive damage to Galarian Slowking, with Tera Ground not only powering it up to OHKO Galarian Slowking at +2 but also granting an immunity to Raging Bolt's Thunderclap if at 1HP from Endure. Scale Shot not only provides a boost to speed but also targets specially defensive walls like Blissey, while additionally OHKOing opposing Kyurem with 3 hits after a Weakness Policy boost.

The given spread outruns Adamant Gouging Fire and even Dragapult after a Scale Shot, with remaining EVs placed in HP for bulk. A Modest nature is chosen to maximise its bulk, but the power drop on Scale Shot makes it a hard click to justify for the Speed boost it gives; a Rash nature can alternatively be considered to survive 5 fallen Kingambit's Sucker Punch from full even after a Scale Shot defense drop, while a Mild nature instead allows for Kyurem to survive Iron Valiant's Moonblast. This set needs entry hazard removal support to maintain its longevity and give it enough HP to safely proc its Weakness Policy without needing to Endure, and it greatly appreciates entry hazards on the opponent's side of the field to help it clean through a team without needing to worry about being picked off from 1HP.
