Recycle is more of an option to make sure you keep at relatively good health, so 60-70% range most of the time. If moon does e-quake on the switch, then it does 85% max, you recover 25% which equals 40% hp. Then you can get off a magnet rise, and then get off a recycle, which is priority. That means yes, it can technically beat it, but it has to 1. Get the predict right and 2. Tera and 3. Get high rolls, which is a very strict line of circumstances that ultimately I don't think matter. A lot of mons can beat there "counters" if they get lucky.

Also, a check is something that can deal with a mon somewhat well, though it can't fully consistently answering it every time. It isn't able to win every time, that's something a counter does.

Even with a free switch, Kingambit loses in the worst case, so it is not a check. With a manual switch, Klefki loses in the worst case (and not even the worst case; Roaring Moon just needs to get one prediction right and then tera, and it wins even with min rolls), so it's not a counter.

OK, This is going to be very confusing. Mandibuzz can easily beat any roaring moon set that because if they run Taunt they have to give up EQ. without taunt. Threatening it to attack in case of foul play, while threateninhg defense boosts if they dont taunt

This would be a fine check, but if you switch in on EQ you are left at 48.4% max after Sitrus Berry, then even after Magnet Rise, Moon only needs to Tera Flying or click DD once to outdamage Recycle + Sitrus Berry.

Be aware that if you need to Tera to beat something, that factors into it as a check. For example, Shuca TTar needs Tera Flying, while Bulky Kingambit needs Tera if it doesn't have at least 2 Fallen, and both will be listed below as such. This is fine to do! Just remember that it is important to consider whether you're forced to Tera or not to check something.
As defined in the OP,
if some form of "hax" has a 30% chance or higher of happening, you should keep it in the back of your mind because it's not a negligible occurrence.
This is mainly a guide though; if something has to hit a relatively accurate move like Hydro Pump to be a check then you can still list it as a check, but if it's pretty likely to miss like Hurricane it's worth considering whether the mon would still come out on top if it missed once. Lower accuracy moves like Dynamic Punch or Zap Cannon are not worth listing though, yeah.
While I don't want every check or counter to be airtight and able to beat a mon with max hazards up, this came up last week and we will unfortunately not be accepting Sash / Sturdy solutions; with Sash, any Endeavor + priority mon checks nearly anything, while any faster, frail check to a mon is theoretically a counter with Focus Sash.

Dozo is a check rather than a counter as it can’t switch in hard on Tera Flying Acrobatics since it gets 3HKOed, while Avalanche doesn’t OHKO back on the next turn; essentially, a check is a Pokemon that beats something when given a free switch in, while a counter can switch in on it and beat it no matter what the opponent clicks on the switch. For example, Weavile is a check as it outspeeds and kills Roaring Moon if it’s given a free switch into it, but it’s not a counter as it can’t safely switch in on a Tera Flying Acrobatics or a Dragon Dance. Wow, this was an easy one, and I think this submission shows how iron bundle should absolutely drop to OU.
Dewgong doesn't even take 25% from a hydro pump, which shows how weak iron bundle is. Dewgong can in return use either alluring voice to deal good damage to iron bundle, or use perish song to ko it in three turns, and since iron bundle is such a useless mon, they most likely will stay in. Dewgong can also use rest and sleep talk if it gets to low health, though that won't likely be used much since iron bundle does such pitiful damage. Tera fairy is in case you really want to deal massive damage to iron bundle, which won't be much of an issue since iron bundle doesn't even ohko you with hydro pump.
Obvious uber my ass, if something like dewgong can counter it, somebody else could think of something much better to counter it.

I chose this over raging bolt as although they both have priority that ohkoes iron bundle from full, raging-bolts suffers from having lower pp in thunderclap then vaccum wave, loses its booster after its first time switching in, meaning that if they have a counter for raging bolt they will have baited out your booster and most importanlty, vaccuum gives some chip on watever mon comes in while thunderclap doesnt
