As Cobalion has trouble breaking through bulky waters and such, Celebi covers the stuff that usually happen to wall Cobalion. Similar to that of Blissey a solid counter towards Celebi, can be dealt with Cobalion's strong Close Combat. Volt Switch keeps up the pressure between the two pokemon in order to keep the momentum going, having Celebi safely switch into set up bait like Cresselia, pokemon that happen to be good answers to Cobalion by themselves. Stealth Rocks allows for role compression and helps out with certain OHKO's or 2HKO's Celebi can't do with alone. Shuca berry on Cobalion allows it to deal with the Mega Aerodactyl, another threat to Celebi. Typing wise, they cover most of the bases outside of the unfortunate, glaring fire weakness they have between them. Considering that most teams have a water type or some sort of fire switch in anyway, I felt like this wasn't too bad of an ordeal. Overall, Cobalion has some great offensive synergy with Celebi, as they're able to deal with whatever checks and counters their counterpart happens to have.

Even if they share an embarrasing ice weakness, Mega Aerodactyl and Celebi form a nice offensive core. Aerodactyl Mega is notably able to trap or ko most of the offensive threats to np celebi (crobat, beedrill, scarf chandelure, mega houndoom,...), allowing celebi to perform even against offensive builds. On the other hand, np celebi can switch and set up on most of the bulky mons aerodactyl has trouble with, most notably bulky water, and provides a solid win condition against most of stalls. Celebi can also act as a mid game wallbreaker against more balanced builds, allowing Mega Aerodactyl to clean afterwards.

Banded Krookodile has been really good in UU meta for some time now. It also complements the NP Celebi set quite well. Thanks to its stabs, it traps and/or kills most of the somewhat reliable switch ins to NP Celebi.

Take a look at Celebi. As far as offensive teambuilding goes, what are its most glaring flaws? For one, it's bait for some of the most common anti-offense 'mons in the meta, such as Mega Aero, Scarfers with U-Turn, Mega Absol, etc. Lucario alleviates this issue by acting as an offensive check to these threats, as well as posing a massive threat to offensive teams itself. Most crucially, it discourages Scarf Hydreigon from spamming its STAB's, which is an enormous boon for offense.

Furthermore, on the offensive side of things, Celebi and Lucario decimate each other's defensive checks. Celebi blows away the likes of Suicune, Slowking, and to a lesser extent Cobalion and Doublade, while in return Lucario takes on Blissey, Snorlax, Umbreon, and pretty much everything that doesn't want to take a boosted E-Speed.

Below is an admittedly flawed offence team I made to prove my point, wherein I attempted to capitalize on the defensive utility of Cele-Luc, while also supporting 'mons that appreciate the threats that they take on out of the way (Sharpedo lookin' mighty fine once that Suicune / Florges / Aggron core is gone). Bar a handful of threats, such as Sharpedo, Sableye, and Gyarados, the team is able to hold its own pretty well, and this is in large part due to Cele-Luc's ability to cover such a wide array of the tier's defensive threats.

Empoleon + Celebi is a good combination i've been using recently with great sucess. Empoleon deals well with most things that can revenge kill Celebi such as Scarf Hydreigon, Aerodactyl-Mega & Beedril-Mega. It also brings hazard support which is much appreciated considering how toxic spikes are annoying for Celebi, stealth rocks are also appreciated to weaken flying types. Scald is the mandatory stab, ice beam beats flying types and grass types that can both be a bit annoying for celebi to deal with.

Suicune pairs very well with Celebi since it can resist the most of the Pokémon that can threat Celebi, just like Aerodactyl-Mega, Cobalion, Entei and Beedrill-Mega, being able or to creep them with a Scald Burn, or finish with they PP. Celebi can defeat other Bulky Waters, other Grass-Types and Poison-Types for Suicune, so I think that Suicune is a very good partner for Celebi.

Mega aggron is a great partner for NP Cele, it is a good counter for some threats to celebi, such as mega bee, specs sylveon,, also aggron helps the Celebi's sweep using stealth rock, and Roar to weaken these counters, finally earthquake cover a bit the fire weakness, instead celebi cover ground and fight weakness ,also it is a good check of Nidoking / queen, mega aggron is better as partner for celebi in balance teams.
