Thanks to Mega Houndoom's decent defenses and typing, it resists or is immune to every move Jirachi can use against it with the exception of U-turn, which it is neutral to (However, it still doesn't do too much damage). Even though it's unlikely, it can even get a Flash Fire boost from Fire Punch before Mega Evolution. It can OHKO at any time with Fire Blast or can set up a Nasty Plot. If it has Will-O-Wisp, it can burn Jirachi and make it near useless.
The only reason it's not a hard counter is because of a Stealth Rock weakness and the fact that Jirachi can invalidate everything with Iron Head flinches (which it technically can to any other check), but it's certainly a soft counter.

Heatran can come into any of Jirachi's common moves, shrug them off and proceed to Wisp, set up rocks or Lava Plume it. The only issue with Tran is that it loses momentum if Rachi clicks U-Turn, which it usually will if there is a Heatran present​

Mega Slowbro completely walls Choice Scarf Jirachi and uses it as easy setup fodder with it's lack of being able to dent it.

That is the absolute best Jirachi can do and it can use that chance to setup a Calm Mind and proceed to tear through unprepared teams

TankChomp is a great counter to Jirachi, as without attacking, it can make Jirachi lose about a 1/4 of its HP due to the damage taken from Rocky Helmet + Rough Skin. The moveset is fairly standard, but I've made two changes to suit Garchomp's matchup against Jirachi. Firstly, I slashed Rest because Jirachi has no means of setting up, and so, when Garchomp is asleep, all it can do is either: a) attack and take damage, b) switch out, c) use Healing Wish, meaning that Garchomp can't be used as set-up fodder by it. Dragon Tail is perfect if Stealth Rock is out, and does decent damage because Jirachi isn't investing in Defense. Fire Fang is used over Fire Blast at the expense of more power. The reason for this is because Fire Fang hits Jirachi on the physical side (it should do slightly more damage because Jirachi isn't investing in Def), and has 100% accuracy, unlike Fire Blast which can tend to be a bit unreliable at time. Here are some calcs:
