I'm leaning towards Lucario (Subsitute, Swords Dance, Reversal, Crunch), but might stick with Meta, though his STAB offensive options are meh IMO. Bulky Waters hurt Meta more and having used a similar set with Tenta in Adv with great success, using it on Lucario might prove to be much better since he gets better moves.

This is pointless. The various steels can serve vastly different purposes and what type you use depends on what role you want to fill.
