Needs more HP. Also, Relaxed isn't the best nature for Uxie, since it usually doesn't use one of its offensive stats at all. I suggest you reset.

The Tamato Berry. It's one of the berries that the Berry Master hands out randomly (I don't remember the route, but he's in a house in that route just west of Hearthome. Just northwest of the Hearthome gate).
1: Provided that the parents are from the same region (that is, the Salamence wasn't imported via Pal Park or one of them wasn't traded from a foreign version of D/P/P), then yes.
2: Eggs' natures are set when the eggs are generated. You reset over the Jolly egg, so the game generated another nature for the egg.
3: I THINK there's some trick that involves the Poketch, but it seems seriously complicated. You can find info on that several pages back. There's also Action Replay, but I don't know if you'd want to take that route. You're better off with the Everstone trick.

2. I read in the 624 page strategy guide that some legendaries, should you defeat them in battle, will regenerate after you beat the Elite Four and you can battle them again. I want to try this, but I don't feel safe doing it. Is this true?

1: Provided that the Pokemon can learn it by Level up or as an egg move, it can be born with Counter. If it can only learn it through move tutors, you cannot make it hatch knowing it.
2: In Platinum, this apparently is true. I don't have it just yet, but according to Serebii, this is true for the Lake Trio. Also, Giratina reappears at Turnback Cave if you KOed it in the Distortion World. Actually, that's all the legendaries what can be gotten before the Elite 4, isn't it? So I'm guessing yes.
No. The only item that Giratina-Origin Forme can hold outside of the Distortion World without hacking is the Gliserous (Platinum) Orb.
And Giritina-O cannot be used at all on Wi-Fi; it will automatically transform back to Giratina-A. Giritina-O can be used on local DS-to-DS wireless battles, though (but the restriction about it only being able to hold the Gliserous Orb still applies).

There's no need to do so. The extra SpAtk EVs aren't doing anything special.
Actually, move SpA EVs enable Mamo to OHKO Rhyperior and Hippopowdon, which usually max or nearly-max Def. They also enable me to 2HKO Skarmory and Weezing regardless of Hail, which is very usable in case Hippo once again appears.
Something's been naggling at my brain. Hacked pokemon are forbidden from competitive play, but how about the AR code for 999 Master Balls? Is that acceptable for use? Only reason I ask is it could be useful for getting decent IVs on legendaries.

Codes used to obtain items like master balls or TMs don't affect the legitimacy of the pokemon and are considered fine by the community.

You need at least 2 GBA games. Here's how to do it:
-Migrate normally from one game.
-Set the time forwards one day.
-Put in another game and try to migrate; it will ask you to adjust the game clock. Accept.
-Turn the DS off, and put in the original GBA game. It should let you migrate again.
-Repeat as needed.
Anybody? I want to make Blizzard as powerful as it can be...Mamoswine does need that high-powered STAB move...expecially as Impish Rhyperior isn;t OHKOed by EQ, but is by the extra-EVed Blizzard.
Next time don't forget to specify the nature too. Anyway, the sp.def is too low imo for something supposed to be bulky. I would try to get 25+ in every defensive stat. Oh, there's a specific thread about this kind of questions.

Yes, a similar operation doesn't affect in any way the legitimacy of your pokemon as long as you breed it legitimately.
