Note - Firstly, cool hatch location huh? secondly, He's meant to be a pure SpinBlocker/Killer; he kills Starmie, Forretress; Ferrothorn, Tentacruel (2HKO?). yeah basically he's a great revenge killer, but using him to kill Rapid Spinners is what you should primarily do. Modest is used here for the extra UMPH you need. Besides, you don't need to be outspeeding +1 Salamence or something anyway... Get a Weavile for that!
