The only place I remember seeing it is in a cave you need Surf to access, so as soon as you get Surf. (Can't remember exactly how far in...)

For someone who has actually used the Dream World: Is is possible to soft reset for natures and IVs? Or do you get what you get?

If it's not possible, due to the competitive viability of these Pokemon for VGC, we should make a concerted effort to get ones with good IVs and Natures.

What's a better investment in the long run; splitting 252 EVs between HP and Speed for a Pokemon with small base HP and Speed, or ignoring HP completely and fill Speed with 252 EVs?
