A Tail Glow sweeper set could still probably work, as long as you bring it in on Special Attacks (Heatran's F-Blast, Milotic, Cresselia, Blissey). It could still probably take a physical hit or two, but it's better to be safe then risky.

And no, Synchronizers don't work on Cresselia or Mesprit.

Damn! I was hoping to reset for Ivs, but oh well.

Eh, since I don't have Manaphy, How about this for Phione:

Phione @ Leftovers
Calm / Careful Nature
EVs: Err, 252 HP / 92 Defense / 136 Special Defense / 34 In either Attack or Special Attack
Trait: Hydration
- Surf / Waterfall
- Ice Beam / U-Turn
- Acid Armor
- Rest / Aqua Ring

Surf/Waterfall and another move for damage, Acid Armor to double defense, Aqua Ring if Hydration doesn't heal rest. If it does, use Rest.

Then what are the recommended EV's for a set like:
Surf
Ice Beam
Grass Knot
Tail Glow
(Change set if you want)

The standard 6HP / 252 Sp.Atk / 252 Speed would work.

Or you could just go enough speed to beat max speed/positive nature Electivire, max Sp.Atk and throw the rest in HP.

You might want to check your Speed IV first though, to see if any of this is possible.

How do you get the letter seals for the pokeballs

Put an Unown at the front of your party, then follow the same path you take for Solaceon Ruins, but instead of jumping down the third ledge you find, jump down the second and enter the house. Talk to the little boy and he will give you 10 seals of the letter the Unown looks like.

Catching Letter Unknowns and showing it to the guy who is digging the tunnel

Also, I have a Dusknoir and was wondering is Impish( He's ma defensive wall) w/ Max Hp and Split Def and Atk sound good, or Max Def w/ Split HP and Atk sound better?

When is a newborn Pokemon's stats, trait, etc, determined? When you receive it as an egg, or when it hatches? I'm assuming it's when you receive the egg, or you could just save before it hatches and keep reloading for something good, but I'd like to know for sure.

Nature determined when you recieve the egg and IV's are determined once it hatches.

The first. Dusknoir needs all the HP it can get.

You have to train it as a Shroomish. Heart Scale only works on moves its already learned or able to have learned or moves that it knew from its previous form, but not moves its previous form could learn and no longer can.

Situation Like This:
Dialga: Random EV's

I save, then reduce its EV's to 0, trying to save Berries.

The number it took to say "But Dialga's base [Stat] can't fall!" are like:
HP:3
Atk:2
Def:2
S.Atk:8
S.Def:2
Spd:3

So to have 0's in all EV's, do I have to make it say the stat can't fall, or just one before it says that?

No comment on y Phione set?

Phione @ Leftovers
Calm / Careful Nature (-Attack / Special Attack, +Special Defense)
EVs: Err, 252 HP / 92 Defense / 136 Special Defense / 34 In either Attack or Special Attack
Trait: Hydration
- Surf / Waterfall
- Ice Beam / U-Turn
- Acid Armor
- Rest / Aqua Ring

Waterfall/U Turn is generally inferior because they're weaker, but they're considered for the Surprise factor. Maybe put in Rain dance?
