According to Metalkid's calculator:
Donphan with the almighty Choice Band, Max Attack EV's IV's, +Attack Nature does only 289-340 damage to a no defense EV's Garchomp (which has 357 HP with no HP EV's) with Ice Shard. So impossible, yeah.

EDIT: However, with the same Donphan, a Salamence with no HP, no Defense always falls in 1 hit. (331 HP vs 332-391 damage)
