uh...I don't know if said ruling is mine, but since I am the ref here I will give it anyway:
Counterswitch is a double switch, which is possible in-game on situations like this one.
But ordering isn't.
So IAR has two options:
a) Counterswitch to a pokemon->Togekiss faints with no actions being done-> Lou sends out replacement-> Lou orders first
b) Keep Colossoil in->Togekiss faints with no actions being done->Lou sends out replacement->IAR orders first and may initiate a switch phase.
(yeah, unlike in-game, switching to fodder isn't the best idea imo...)
Since this may affect Lou's course of action, you two can reorder and/or get a second opinion/precedent regarding how this works.
