I would think 0 speed would be the preferred iv, you aren't going to outspeed much with 39 base speed :P But not really sure, depends on what mode I guess :)

I asked for a reset bag and he offered to use one on it, but stole it instead. The mods didn't even put him on the blacklist though LOL, doesn't matter since I have a new one now anyways.

Was it a Hydration one? If so, I would go for Muddy water, sludge wave/bomb, dragon pulse and thunder, with ice beam being a potential move over muddy water or dragon pulse.
Also, I read the posts in the blacklist, and I am not saying it isnt possible he did take it, but I know from experience that the glitch can go really bad. Lost my char Y while cloning with someone over wifi, but thankfully I had already cloned one for a friend that I used to reclone myself one. With DC's, the glitch can go both ways, unlike when it is purpously turned off for controlled glitching.

Also, to answer your question, 110 speed looks alright, and assuming its timid nature, it would have base 140 special ATT, 120 def, 150 spdef, base 100 att for mega latias :]
Also, just looked at serebii and these numbers are correct :]
Edit: according to serebii, mega latios stats are 80/130/100/160/120/110 :]
And abilities are Multiscale for Latias with a typechange to Dragon+Fairy, with Latios getting Adaptability. Not confirmed though

The only way to stop the rain is to change the clock on your 3ds. Other than that. There is no other way.
Also, I feel your pain bro. It always starts raining when I am one horde away from finishing :/
I've had the same problem... If you turn your ds off and then on it usually goes away
