Yes, but normally it only happens when one parent has bad IVs. Then naturally it inherits all five from that parent.

I use one high level Pokemon (level 75 mega kangaskhan in my case) and have the rest of my team as low-level mons when I battle my rival. You can get them to level 20 or so that way when using the level three experience opower
Chansey safaris are nice, otherwise high level hordes with exp o-power.
There's also the Battle Chateau, there's sometimes a few Furisode Girls hanging around with 3 level 45 Audinos, and Elite 4 members and the Champion at the highest levels.
