Giving them the Soothe Bell to hold, using EV reducing berries, using the happiness power lv. 3, and battling. Usually it only takes about 15 levels or so for me to reach max happiness this way.

Do you know if using them at the maison counts as battling?

Mansion doesn't count I don't think. But Battle Chateau works. And its really fast to level there :D

I am 1500+ eggs into my Masuda Method attempt at a shiny Magikarp (I will have that Red Gyarados godamnit) and still not one shiny. Am I just exceptionally unlucky, or is this kind of the norm? The only other Masuda Method I did was for my shiny Mawile, and that took 690 eggs.

What are you using as the parents? cos for the MM to work you need one of the parents to come from a foreign game. Also there's no magic number for shininess. Just general statistics so all you can really do is just keep hatching eggs and hope that you'll get lucky.

from what IVE heard it doesn't effect eggs in 6gen only wild, I may be wrong

By a fair bit. just let me look it up and edit this post. I strongly recommend you get that first.
I never got a shiny from breeding over 1000 eggs before getting it. But after I got it I bred a shiny nidoran and scythe in less then 200 eggs. Its all luck, but the difference is significant

EDIT: it definatly affects breeding, http://bulbapedia.bulbagarden.net/wiki/Shiny_Charm

EDIT II: Masuda with shiny charm chance 1/1024, 8 times more likely than normal breeding, http://bulbapedia.bulbagarden.net/wiki/Masuda_method. Hope this helps
