Baton Pass is viable for a fun surprise. Metal Sound isn't that useful, as the opponent can easily switch. Extrasensory is debatable, but most likely not worth it.

You could run a nice revenge killing/trapping set on Dugtrio with Stone Edge, Sucker Punch, Reversal, and Earthquake. Admittedly, it's not as good as past gens, but it's very fun to use. You could also run a Hone Claws set as a surprise, but generally, Dugtrio is too frail to pull this off.
Salamence has some nice options--I prefer Scarfed Mixmence.
I'll go with that Dugtrio set, but what moves and EV spread for Naive Mixedmence?

^ Those are the recommended EV's from the set last gen, and I don't see a reason to change them. If you're only going to run one Special move, I'd just go with Max Attack/Speed and 8 Special Attack EV's.
I have a couple of friends who want to play little cup, but I have never played. I have no idea where to start. Can any one recommend a team?
Try looking around here! Little Cup is one of my favorite tiers. As for some (very) brief tips, Dwebble Hyper Offence is really good at the moment. Murkrow and Meditite are really strong as well, but it looks like Murkrow will be banned. Look around that subforum, the guys there know much better than I. :]

If I use Foul Play, is the damage calculated by comparing the two Pokemon's attack stats or just how high the opposing Pokemon's attack stat regardless of the move user's attack stat?

I have a impish skarmory however it does not have the Ivs you want do you want to trade for it and I also can't change the nickname sorry
so I just checked my pc and lolz I have a bulbasuar that you were looking for it has hidden power fire its in a nest ball and its calm and it has like 2 Ivs and has chlorophyll and its also in japanese
