Yes, Drizzle Politoed is VGC legal so you can go on ahead with your raindance combo, it will be acceptable in VGC terms.

I don't think they put limitations on abilities in VGC. As long as it's Kalos Born, I'm pretty sure it's fine. Somewhat Shedinja'd.
