I've been soft resetting this bastard on and off for the past 3 weeks. I got this good spread, decided to keep, attack isn't that good but could still be useful with Choice Band or otherwise. This is one of the best IV Electabuzz/Magmar I've seen around, no guaranteed IVs and no synchronizer is so annoying.

Isn't Psycho Boost only available on XDGoD/Colosseum Lugias? (can't remember which)
It does get let through bank, but it would normally have a bad nature and terrible IVs.
