Simple Questions/Requests - Mark 38 (Minor Pokemon Trades, Item Requests etc GO HERE) (NO HACKING)

If I have both x and y cartridges and I change my 3ds region, would I be able to reset one cart for the new region and keep the other locked to my original one?

Only if you plan to use Gen 4/5 GTS or hacks to finish your Dex.

Since transferring for Gen 3/4/5 doesn't require Nintendo's old Wi-Fi you should be fine.
 
I'm looking for a Friend Safari with Sliggoo and/or Noibat. If anybody could help me out I'd really appreciate it. Been looking since the middle of January, but I lost access to my 3DS up until a few days ago. Now nobody is hunting Friend Safaris, and nobody is offering. Twitter used to be exploding with them, now it's completely dead :/ Anyways, I have Dragons too, but my brother hasn't beaten his game yet so I can't ask him to catch my Noibats. I've got Noibat, Fraxure and either Shelgon or Dragonair (I forget which, I wanna say Dragonair though).

I can get you a heal ball gooey goodra if you want.
Can't do anything about noibat unfortunately
 
I'm pretty sure that blastoise specs water spout hits harder then mega blastoise water spout is that right asking because I wanna use one for the upcoming global link tourny
 
So I got a spread for a flawless wynaut and possible mantyke..im sure calm is acceptable for wynaut, but is bold the only (defensive) way to go on mantine or is calm a viable build?

I don't like Choice items myself, but personal quirks aside: its a very broad answer that would be based on your team. You could use another Mega, like Manectric or Ampharos in addition to a Specs Blastoise, or you could use Mega Blastoise. Mega is bulkier, and able to switch moves as needed in exchange for a small power drop, so that would be what I'd do. But as I said, its basically "Do I want Specs Blastoise + another Mega, or do I want a Mega Blastoise".
Something with Heal Pulse would also help out, probably.

Also, does anyone have a female DW Mienfoo/Mienshao in a Premier Ball they can spare? Egg moves / IVs are irrelevant to me.

EDIT: Nevermind, I'm an idiot and didn't skim Pokecheck enough. No help needed :P

Okay my question for this Machamp:

What is a recommended item for Doubles? I'm personally wavering between Scarfing or Banding it, but I don't know if that is the best option here. And since it is VGC I can't have the same item twice. If anyone wants the rest of the planned team as reference point let me know and I will show it.
