This is a total nitpick and I could even be wrong..but burmy is not on your dream ball list but is included in SuperJOCKE 's list of inherited balls so I think its legal (if im wrong sorry..but I have one and thats why I thought I should look into it)
Dream Ball Burmy is legal. It was released in Japan for sure (not sure about other regions).

If you breed a pokemon using hacked parents is the baby considered hacked?
Yes it is,if you use a female naive justified Absol in moon ball as parent,that pokemon will be considered illegal if it inherits the HA,the non inheritors of HA though will be considered legal

Are wonder card Pokemon inserted with AR or Powersaves considered legit/or just the same as those that weren't?

The Wondercard itself has to be inserted, and users must state that they did that. Of course, it has to be to the correct region, so inserting a JP-only Wondercard into a non-JP game results in an illegal Pokémon.
Ah okay. So if the region/game-card matches, it's still considered legit?
Japan games can only use Japan Wondercards, am I getting this right?
It's tradable on these forums. Whether it can be considered legitimate or not is a big debate that will result in an infraction if started here.
And yes, Japanese wondercards can only be on Japanese games, English can only be on English, and so forth.

Every single hack check has been replied to in this thread (hence the title), I wouldn't bother asking for permission and just say it.
I don't have the data for the pokemon. I'd have to trade it to someone and have them look at it.
