Dream Ball Burmy is legal. It was released in Japan for sure (not sure about other regions).This is a total nitpick and I could even be wrong..but burmy is not on your dream ball list but is included in SuperJOCKE 's list of inherited balls so I think its legal (if im wrong sorry..but I have one and thats why I thought I should look into it)

It's tradable on these forums. Whether it can be considered legitimate or not is a big debate that will result in an infraction if started here.
And yes, Japanese wondercards can only be on Japanese games, English can only be on English, and so forth.
