Most of the time moves who has to do with evasion like double team, minimize etc. are banned from tourneys. Does that mean that sand-attack also is banned?
 
No. Sand Attack reduces accuracy, which is resolved by a switch-out; whereas Double Team and Minimize isn't so easy to get rid of.
 
Is it theasible to use Chansey as a Special wall If you hate the fattest hoar out there?

You could, but Chansey has a notably lower Special Attack and only 100 or so Special Defense, in addition to a crucial amount less Defense.

So I'm using a CBGross in the battle tower, and it had it's attack raised 4 times in a row on meteor mash. (Can you say rape?) I'm just wondering what the odds of that are lol

The chance that it hits 4 times in a row is 0.85 ^ 4, so 0.522006.
The chance that it gets an attack up once would be 0.85 * 0.2 = 0.17
The chance that it does what you said would be 0.000835, aka 0.00835%.

If I am making a Belly Drum Charizard, is it really necessary to put 252 EV in Attack? I was thinking of doing 252Sp/252HP/6 Att because after I belly drum its attack will already be huge. Maybe I could make a compromise 252Sp/176HP/82Att ?

Remember that every single point you're putting in Charizard's attack will be worth 4 after Belly Drumming. It is by far the most efficient stat to put EVs in. It makes a great difference with what you can and can't kill.

yeah, i was thinking about scrappy-khan but my team might benefit more from a donphan. i'm using skarm, draggy, vaporeon, ninetales, porygon2, so a solid stealth rock/rapid spinner might be more effective. it sort of depends on a more balanced team or spikes AND stealth rock support.

Well the following are banned from standard Little Cup play, so abuse them as much as possible: Scyther, Meditite, Cubone, Clamperl, Wynaut, Tangela, Lickitung, Murkrow, Misdreavus, Sneasel, Yanma, Nosepass.
 
To get the Black Trainer card do you have to get the other ones in order? Also if you have 100 wins in the BT without having the previous colors do you have to do it again? I havent done this but I'm just wondering.

Each task get's you a star, and each star raises your Trainer Rank.

So no, you wouldn't have to do them in order.
