Assuming town, I can see two explanations for him keeping an item that steals weapons:
1) Make sure the mafia doesn't get it, from his perspective. Also explains not revealing it, to keep the mafia from stealing it.
2) He has an item that combos well with it.
Note that, again, assuming town. Now that A page or two ago, I consciously processed what master oden claimed it does... I don't like this.

I'm wondering how you can expect Hal to drop the weapon and then subsequently not flip out if someone else grabs it, or if someone you do like grabs it, why the other side wouldn't be up in arms doing the same thing.
Hal's almost certainly not dropping the weapon. From his POV if he's scum he should keep it and if he's town he should also keep it to prevent scum from getting it.
