basically it means, mafia want to kill realiti if town but also want to kill you if you're town

while the watcher is alive, they are afraid of doing either and they are basically betting which one pulsar will exist on, to catch them if they want to nightkill

so pulsar is basically playing mindgames with mafia over where she watches

they might just shoot her, but if the doctor exists it should be protecting her

then she could also theoretically watch neither, but she probably won't because it's not worth it but maybe she might because she knows mafia will shoot either of them and she's goat and she's winning mindgames

but shes actually gonna be in one of you so mafia is gonna be afraid to shoot either...or not!
