Currently in Gen IV PS, Klutz prevents the use of Fling. However, on cartridge, this change to Klutz was not implemented until Gen V.

This isn't a bug; egg moves could only be inherited from the father prior to generation VI. The final Azumarill would only have Belly Drum.
