Bulbasaur: The bulb-like pouch on its back grows larger as it ages. The pouch is filled with numerous seeds. Bulbasaur can learn any seed based attack and all have infinite PP.

Octillery is great with Oblivion Wing, Overheat, and Outrage. If the moody clause wasn't there, Octillery would be on every team.

Using it on your buddy with Own Tempo in doubles. But even then, it's pretty much a waste of a turn.

I think it could be banned, but it may not be a huge issue. It would need specific testing, i.e. splitting testers into two groups: ones who put this strategy on their teams, and ones who don't. Match them in groups of two, and then ask the victims of the strategy their thoughts on the match...
