Krabby and Kabutops beg to differ. :P Really though, I don't think that there is some specific criteria a Pokemon has to fulfill to get Superpower, it is just a matter of whether the Pokemon looks strong or not, so Gamefreak gave those Pokemon the ability to use Superpower.
