I have two questions: 1) Does Pokerus still affect the pokemon's EVs even after it turns into the smiley face icon? 2) Do EV points only take place when you raise a level? or while you're training?

Im training my lvl 5 magikarp in atk it has Pokerus It went up two lvls against a Bibarel so my question is, do the 4 Atk EVs add up if i level consecutively? For Example: Magikarp goes from lvl 5 to 7 do i get 8 Atk Evs?
