yeh well im guessing some can't be bothered reading the rules or they see the question they always wanted to answer or the topic they wanted to talk about and in there excitement forget to check the last post date.

Um by this do you mean me or new people in general? If in general probably because new people are more intent on using their new abilities to post and ask question that they do not check when the last post was.
