not including mega metagross, there would be 5 megas with that ability, It's completely okay to give these new megas viable abilities but I don't think it's unreasonable to ask for it to not have tough claws.
Giving mega absol z tough claws would be fatherless behaviour. Honestly I would much rather give it sharpness if there HAS to be an ability change as going through the AAA viability rankings to give top tier abilities to these new megas is bittersweet if not boring (rip Guard Dog golisopod).
With CAP 33 giving us the opportunity to introduce a fast wall, I feel like fringe options should be considered for its move pool apart from its standard and obvious tools. Some moves for the water/fairy mon to consider:

-Nature's madness
-Power Split

What would be a decent alternative to usage-based tiering when evaluating the viability of a Pokemon when usage and player activity isn't high? this is mostly specific to smaller showdown servers with fakemon.
