I don't think there are really any significant merits to unbanning DT/Minimize... it's not something like the Latias test where the upside is gaining a new OU Pokemon, the only result is an increased reliance on hax. As for banning Pokemon in exchange for Evasion, there are too many Pokemon...

What about Ludicolo's Rain Dish?

If I recall correctly, Arceus hasn't officially been announced yet. The way I interpreted it was that there was a brand new Pokemon (Arceus) and an electric Pokemon would play a key role in the story (one that's already been revealed). Of course I'd love to be wrong, bring on 5th gen!
