    paint.NET is the program I use. It has auto-transparency and layers if you need. For spriting its probably as good or better than Photoshop just because its free.

    Ruwisc, I'm 100% sure that's larger than the 96x96 pixel limit, and even then it looks way too big for a preevo. Also, the ears should be bigger in relation to the face.
