gonna have to say I hatched about 500 eggs without a shiny Pidgy switch the male parent to a Noctowl (with 5ivs) and I got a shiny within 20 eggs so I think its just random same-species I don't think matters (might be worth looking into though after we hit 200,000 eggs)

I feel you pain 9180 steps is bad enough I think I'll go insane if I was hatching 10455 stepped eggs an extra 1300 steps might not sound like a lot but they add up fast.
