    When Pokerus is inactive (with little face) does it mean that the pokemon won't receive the bonus anymore AND that it can never get it again? Because strangely I was Speed EV training my Roserade with Power Anklet and Pokerus, and when I lvled it up it only received a +4 boost in speed.
