I sure don't recall the last OU tournament pac did well in. Hell, I don't recall the last OU tournament he entered. Is his experience not from ladder or worse, nothing at all?

This decision was completely inconsistent and biased, letting some players pass with no basis and others get moved for "being based on ladder". I have about the same tournament experience as pac in RBY OverUsed.
