Gyarados has enough coverage to hit a lot of the tier with it's DD set, not to mention it still has intimidate sets. Skarmory can tank a few hits but the most it can do against a Moxie Boosted Gyarados is use toxic which lum berry sets don't usually mind or whirlwind which can bring in something...

The thing that holds back Glaceon is a lack of good moves and abillity, Ice Body and Snow Cloak are kind of useless. Also having only Shadow Ball as coverage (I guess you could count Water Pulse and Stored Power) hurts it.
