I've been playing with a stall Hail team a bit and it's working amazing. You just play it out systematically and you should have no problems winning unless their entire team is packing flamethrowers.

Regigigas - Does the timer for Slow Start reset when you switch him out? Or does it save the count until you switch him back in again?

Well, when you're playing for prizes the game becomes more competitive and with competitive games, if it's not banned you might as well abuse it. It's what happens in other competitive games too. Of course, if I was playing with randoms or friends I wouldn't use Wobbuffet but in a tournament...
