I see it as being a good way to ruin Aegislash. That Pokemon being slow, now having it's speed reversed could ruin most that Pokemons set-ups.

Personally I think it's OU(pushing possible Uber). It's taken some "balanced" nerfs since B/W but still very much a threat. Personally I'd put: Alakazam, Gengar, Kangaskhan(New moves and Mega...oh my), Scoliopede(Just replaced one of my favourite Pokemons ever(Ninjask) because of this)...
