I did this, and it's because its entry is unchecked on the page about the Ability, in the Gen 9 column.

NOT A BUG: Gravity was in effect at the time, so the Air Balloon message simply wouldn't appear. If you didn't know, Gravity also prevents ungrounded Pokemon from staying ungrounded.
