    No I don't think so, isn't one of the clauses? Latias, IMO dragon pulse is more useful then focus blast... you could kill the steels with hp fire instead of focus blast but you'll have difficulties with Heatran. Blissey will definitely help out your team and mess up heatran with t-wave or you...

    You're team is pretty much weak to Infernape (only with fire blast, hp ice and shadow claw). If your Dugtrio has arena trap I recommend you to use night slash instead of pursuit.
