I think it's swagger in particular that is the problem in that it ups the opponent's attack and leaves it vulnerable to Foul Play. Something like Confuse Ray, on the other hand, would hardly be as broken. imo ban the move Swagger and be done with it. Foul Play is not broken with Prankster...
