    Blastoise@ Choice Scarf EVs:4 HP/252 SpA/252 Spd Modest Nature -Water Spout -Ice Beam -Surf/Hydro Pump -Focus Blast I used this set as a cleaner in rain. It outspeeds all OU pokemon without a scarf.
